Prior to founding the company, Jimmy D. Woodie held several positions within local government that enabled him to experience the daily responsibilities, concerns, and activities of a municipal employee. These positions included Supervisor of Water Treatment, County Engineer, and Director of Utilities.

With this in mind, he opened Municipal Engineering Services Company, P.A. in November 1978. Throughout the years, he has used this hands-on experience to the benefit of his clients. He has said numerous times, “I don’t expect a client or an employee to do anything I wouldn’t do”. That is the reason he was always willing to work in the ditch alongside his clients/employees or work with water and wastewater treatment plant operators to correct a problem in the facility.

As the leader and by example, he has instilled this same philosophy throughout the firm.

Jimmy holds a Professional Engineering License in North Carolina, South Carolina, Georgia, Tennessee, Maryland and Pennsylvania.

He is a Professional Land Surveyor in North Carolina. 

Jimmy also holds the highest levels of Water and Wastewater Treatment Licenses in the State of North Carolina: Grade A Water Treatment Plant Operator’s License and Grade IV Wastewater Treatment Plant Operator’s License.

Growing up in the family business has been a great education for Travis. Learning from his dad, mom, Wayne Sullivan and others, he has an excellent foundation for what it takes to make the company thrive.

Travis began working with the firm as a child – copying documents and performing miscellaneous office chores. As a teenager, he spent summers working with the survey crew, leak detection crews and smoke testing crews. During his college years, he also worked as a solid waste landfill inspector – Wayne and Lenoir Counties.

Travis has a Bachelors of Science Degree in Business Management with a concentration in Finance and operations Management, and has managed all of the internal day-to-day IT and Office Management issues for Municipal Engineering since 2006. He adds a fresh management prospective for the future as we gradually transition to the next phase of the business.

Municipal Engineering will always be operated under the same philosophy as it was founded, “you must be honest, trustworthy, dependable and do the very best for your clients and employees.”

Carol was one of the first four employees to be hired. At that time, her duties were defined as “anything that needed to be done”. After 40 years with the firm, that can still be said since she is the office manager!

Municipal Engineering’s clients soon came to know that all they had to do was call Carol “if they wanted anything done or needed someone to visit their location”. She could always find the engineers even when cell phones were not available. In essence, the engineers traveled and performed their duties while Carol managed the office, scheduling, payroll, correspondence, proof-reading documents and assisting with specifications. The numerous awards she won from English and Business Departments while in school served the company well.

As in the beginning, call Carol. She will see that it gets done.

The Woodie’s are only one part of Municipal Engineering’s past, present and future. Municipal Engineering is staffed with many talented individuals – currently including 2 Ph.D.’s; 11 Professional Engineers with degrees in Civil Engineering, Environmental Engineering, Chemical Engineering; Biological and Agricultural Engineering and Chemistry, 1 Professional Geologist; 4 Professional Land Surveyors, 2 Environmental Specialists, numerous CAD/Microstation designers, construction observers, as well as GIS, administrative and funding/grant administration personnel. We have staff members who have been with Municipal Engineering for 30+ years, but we continue to hire young professionals in order to maintain our philosophy in the future.

We also believe in giving back to the communities we work, live and play in.
